ZALDY CO DETAILS BILLIONS IN CASH “DELIVERIES” TO MARCOS, ROMUALDEZ—NAMES JOJO CADIZ, TAMARIND STREET, FORBES PARK


🚨 In a stunning and detailed testimony, former Ako Bicol Representative Elizaldy “Zaldy” Co has dropped explosive new claims directly implicating President Ferdinand “Bongbong” Marcos Jr. and House Speaker Ferdinand Martin Romualdez in what he describes as a systematic operation of illicit budget insertions and cash deliveries totaling at least P56 billion—and possibly over P100 billion.



Speaking in a video statement obtained by Balitang Huli, Co said he personally witnessed and participated in repeated cash handovers from 2022 to 2025, with individual deliveries reaching up to ₱1 billion—all allegedly sourced from opaque government collections and infrastructure project kickbacks.

💰 “Deliveries” Went Straight to Romualdez, Marcos

According to Co, the money was routed through DPW (Department of Public Works) projects, where “22% went to the Speaker, 2% to the President, and 1% to project coordinators.” He stressed: “Walang delivery system—systemic ito.”

He identified Jojo Cadiz as the primary courier, who allegedly made multiple high-value cash drops at private residences linked to the leadership:

  • December 2, 2024: ₱200 million delivered to No. 30 Tamarind Street
  • December 5, 2024: ₱800 million delivered to No. 20 Tamarind Street, South Forbes Park
  • Another ₱1 billion delivery reportedly made to a bungalow in South Forbes Park (No. 41)

Co claimed these were “personal” deliveries meant directly for Speaker Romualdez, often coordinated through intermediaries like DPW District Engineer Henry Alcantara.

📊 Billions Hidden in Budget Insertions

Co alleged that the funds originated from unauthorized insertions in the national budget, including:

  • ₱56 billion tied to various infrastructure and “opaque” collections
  • ₱100 billion inserted into the 2025 National Budget under flood control and other line items
  • An additional $2 billion (approx. ₱114 billion) linked to a power supply project discussed during a meeting with the Speaker

He stated that as former chairman of the House Committee on Appropriations, he was pressured to facilitate these allocations—only to later become a “scapegoat” when anti-corruption rhetoric intensified.

🗣️ “I Was Used—Then Thrown Away”

“I was made the face of corruption to hide their own,” Co said emotionally. “Ako ang ginawang example, pero ako ang nagdala ng pera para sa kanila.”

He emphasized that President Marcos and Speaker Romualdez were fully aware of the arrangements, saying: “Sinabi mismo ng Speaker sa akin… para sa kanila ‘yung pera.”

🔍 Calls for Immediate Investigation

While Co’s claims remain unverified by official sources, his detailed account—including specific dates, addresses, amounts, and names—raises urgent questions about transparency in national budgeting and the use of confidential funds.
